As part of the European Union's drive to improve energy efficiency, the Energy Performance of Buildings Directive was introduced. Energy Performance Certificates are the documents that demonstrate compliance to this directive. Introduced in Scotland in May 2007 for all new build properties, the legislation has now extended to homes for sale from December 1st 2008 and January 4th 2009 for all rental properties.

The purpose of the document is to state the Energy Efficiency of a property through a Banding System, A through to G, with A as the most energy efficient. The energy efficiency banding process can be seen on most new domestic appliances, an example of which is below.  A comparable points and ratings system is in place for the Environmental Impact (CO2) rating of the property. This displays the Carbon Dioxide (CO2) emissions of the particular property.

The Energy/Environmental Impact Rating is calculated in the following way:

Each rating is based on the performance of the building itself and its services (such as heating and lighting), rather than the domestic appliances within it. This is known as an asset rating. The certificate also lists the potential rating of the building if all the recommended cost-effective measures were installed.
